According to the previously announced notice, the Ministry of Culture of the Republic of Armenia has accepted applications for the provision of subsidies provided for under the program “Publication of non-state press”. The professional council adjunct to the Minister of Culture of the Republic of Armenia has examined the received applications and form the list of state support organizations in 2018.
“The Council has decided to provide state support with two main emphasis under the” Public Press Release “program. The purely cultural orientation of the press and the widespread media, the cultural sector. National minorities and provincial press are also included in the list of government recipients as a political orientation. “
Deputy Minister of Culture Nerses Ter-Vardanyan adds that in comparison with previous years, the number of applications submitted by the state to support the state has not changed substantially this year, but new applications have been received, according to new requirements and accents. In particular, the list of media outlets that have been looking for state support has increased print and electronic media containing art criticisms.
“Among the new emphasis of the board was the support of the cultural sector in the media as widely as possible. There was hesitation in this matter. If the news outlet has a great deal, what kind of support the government should realize? However, there is a second aspect of the problem, with a mass media outlet, that it is more effective to cover cultural coverage, which is our main goal. Otherwise, we should deal with only a small press. This year, there is a more stringent approach to the regional press, because time requirements imply higher quality and competitiveness. The difference between the regional and the capital press today is as much as the difference between their cultural life. There is much to do in terms of logistics and technical solutions. There is almost no electronic in the regional press. “
According to the Deputy Minister, quality control is generally tougher. Every quarter will be checked by the state-funded media and the quality and prevalence. Future funding will depend on the registered results. The deputy minister, however, emphasizes:
“The Ministry’s task is mainly to maximize dissipation, without interfering with the content. In terms of content, the media is completely free. The second important point to which attention is being given is the maximum amount of copyrighted material. At least 75 % of the materials in the media seeking state support must be author’s. In the case of media support for national minorities, special attention has been paid to preservation of the language, cultural importance and, as a whole, to the life of the community. “
